Your Specific Responsibilities:
This is an environmental scientist position responsible for independent professional work assessing environmental impacts of proposed State and Federally funded transportation projects. This position is responsible for work areas related to protected species, habitats, wetlands, water quality, and will contribute to contamination, noise, and cultural impacts. This position will coordinate with and provide support to the District Environmental Management Office. Education and background in the natural or physical sciences is preferred.
Conducts environmental impact reviews of transportation improvement projects. Independently performs environmental work including conducting and documenting field reviews and analyzing information from Geographical Information Systems (GIS) based data. Prepares National Environmental Policy Act (NEPA) and other Project Development and Environment (PD&E) environmental documentation, including writing technical memos, reports and correspondence. Supports environmental review and documentation preparation for all classes of action. Conducts these activities in support of the scheduled Production date.
Independently conducts field and desktop reviews of construction plans. Provides comments through the Florida Department of Transportation (FDOT) Electronic Review Comments (ERC) application during the production phases of projects for compliance with statutes, rules, policies and procedures as outlined in the PD&E Manual. Coordinates comments and recommendations with supervisor and project manager or others as appropriate.
Reviews and supports the preparation of environmental reports for transportation projects as part of PD&E studies. Conducts field studies and prepares responses to public inquiries and complaints. Compiles, reviews and analyzes engineering and environmental data and reports for the evaluation of project related environmental impacts. Represents the Department at workshops, hearings, and other meetings with the public, special interest groups, and governmental resource/regulatory agencies to facilitate project awareness, reviews, negotiations, approval and/or concurrence.
Prepares and reviews draft NEPA documents utilizing Statewide Environmental Project Tracker (SWEPT) and assists with NEPA assignment activities and coordination with the FDOT Central Office of Environmental Management.
Participates in preparing, tracking and reviewing project commitments from PD&E through Final Design and Construction phases. Maintains project file information and inputs project information into FDOT databases. Collaborates with Efficient Transportation Decision Making (ETDM) Coordinator, prepares or reviews information for the screening events, reviews agency commentary and supports preparation of FDOT responses to agency comments. Responds to inquiries from other agencies and the public including Public Records Requests or other correspondence as assigned.
Coordinates with engineers, project managers and other environmental specialists and consultants, and participates in consultant management activities including scope development and staff hour negotiations. Participates as technical support for and in the development of Request for Proposals. Reviews and directs consultant work activities for assigned projects or tasks including task work order development, reviewing and approving progress reports for those efforts. Assists in the administration and tracking of district contract funds and consultant activities.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Advanced knowledge of concepts, terminology, principles and analytical techniques of the physical and natural sciences.

- Working knowledge of wetlands, and water quality.
- Knowledge of the DOT, transportation or related project development, NEPA and linking planning and environmental review processes.
- Knowledge of contract management practices.

Other Job-Related Requirements:
While on duty status, the incumbent of this position may be required to drive a state owned or leased vehicle to perform the duties of this position. A valid Class E “E” driver’s license is required. This position will be required to respond before, during and following emergency situations.
Minimum Qualifications:
Five (5) years of professional experience in the field of transportation; natural, physical, social, or environmental sciences; or environmental engineering. A bachelor’s degree from an accredited college or university may substitute for up to four (4) years of the required experience. A master’s degree in environmental sciences, environmental engineering, or transportation may substitute for up to five (5) years of the required experience. Professional or nonprofessional experience (including internships or co-ops) count as experience.
