Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Senior Management Analyst II - SES who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Data Analytics.

As the Agency hub for analytics, reporting, and visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians’ health, health care services and costs, and is vital to managed care rate setting, health care economics, and health plan evaluation.
This position is responsible for serving as a supervisor under the lead of the Data Base Administrator of the Data Solutions Reporting Unit within the Bureau of Medicaid Data Analytics.
This incumbent is responsible for the preparation of all types of data analyses for the Medicaid program and supervises some of the data analysts within the section.
This is a hands-on role, involving a high degree of visibility and collaboration within the Agency and with external stakeholders.
This employees’ duties and responsibilities include:
Establish and maintain tools and processes to support analysis of large claim and eligibility data sets.
Work with other Bureaus and sections to ensure that databases and processes will capture all necessary data elements to support the Agency’s data analytic needs.
Develop and train data analysts within the section on best practices to ensure consistent approaches and documentation are used in analysis as appropriate.
Develop, test, and execute computer programs using SQL, Florida Health Care Connections (FX) Enterprise Data Warehouse (EDW) to obtain data and prepare statistical analyses for responding to requests from Federal CMS, agency management, and other bureaus.
Develop and maintain the database backup with all relevant data for all Florida Medicaid Waivers.
Ensure that analysts are cross-trained such that sectional activities are not unduly delayed by staff absences or turnover.
Develop and maintain quality control processes, such as peer review, to ensure that analyses performed by the section are accurate.
Development and maintain project assignment and tracking processes to assure that work is assigned to appropriate staff and completed timely.
Serve as internal consultant to projects and activities throughout the Medicaid Program.
Perform supervisory responsibilities consistently with Agency policy and directives, including holding regular meetings with direct reports, and timely establishment of goals and performance evaluations.
Maintain professional growth through courses, cross-training, goal-setting, and other approaches.
Responsible for communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

KNOWLEDGE, SKILLS, AND ABILITIES
•Working knowledge of SQL, developing tables, views, stored procedures, triggers and constraints in a MS SQL server setting.
•Knowledge of SQL Server, SAS, MS Access, and MS Excel.
•Knowledge, skills, and abilities, including utilization of equipment, required for the position.

MINIMUM QUALIFICATIONS REQUIREMENTS
•3 years of experience in health care economics or analysis, including working directly with large data sets, preferably in a managed care insurance environment.
•3 years of professional experience utilizing Access, SQL, SAS, or other Database programs.
•Demonstrated experience managing multiple projects is preferred.
•Excellent interpersonal, collaborative, verbal, and written communications skills is preferred.
•Supervisory experience is preferred but not required.
