Your Specific Responsibilities:
This position performs independent and consultative work department wide relative to Equal Opportunity (EO). The employee in this position uses discretion and independent judgement in investigating complaints of discrimination, providing training on all EO related issues, responding to Americans with Disabilities Act (ADA) requests and is responsible for assuring statewide compliance with federal and state civil rights laws and policies relating to provision of equal opportunities in employment or equally accessible and equally effective services.
Investigates client service complaints of discrimination, internal and external employee complaints of discrimination. This includes, but is not limited to the following: documenting the process and progress of assigned investigations, reviewing the appropriate statutes, rules, regulations or policies to establish their applicability to the issue, interviewing and obtaining affidavits from individuals associated with the investigation, collecting documents and/or examining documentary and physical evidence material to the investigation, analyzing collected information and completes for review by the Equal Opportunity Manager and General Counsel an investigative report and/or position statement to the appropriate external agency such as the Florida Commission on Human Relations, the United States Equal Employment Opportunity Commission the United States Department of Health and Human Services Office for Civil Rights, the United States Department of Agriculture Office of Civil Rights or other federal agency.
Reviews and drafts recommendations related to requests for reasonable accommodation.
Provides consultative services to EO coordinators, personnel officers, other human resource staff, all levels of management within the department, as well as employees regarding equal opportunity in employment and service delivery, sexual harassment, and ADA.
Assists with the coordination of the uniform implementation of procedures and guidelines to provide for equal opportunity in the delivery of client services and compliance with Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act and the Americans with Disabilities Act. Tracks, reviews, and makes recommendations to the Auxiliary Aids and Limited English Proficient Plan. Conducts on-site reviews, evaluates, and recommends departmental policies and procedures to ensure equally accessible and effective provision of services.
Independently assesses, develops, and provides training to department staff on civil rights issues, including sexual harassment, equal employment opportunity, disability, diversity, and service delivery.
Assists with updating and revising the department’s Affirmative Action Plan in accordance with state and federal guidelines including the provision of technical assistance to personnel offices and other department employees. Assists with the monitoring of the department’s effort to reflect the full diversity of Florida’s population.
Produces statistical reports required by the Affirmative Action Plan, as well as monthly, quarterly, and special reports.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Possess a Baccalaureate degree from an accredited college or university or relevant experience determined by the agency.
Basic knowledge of major personnel programs including equal employment opportunity and affirmative action, employee recruitment and selection, employer/employee relations, classification and pay, exam development and selection system validation.
Knowledge of the basic principles of public administration
Knowledge of methods of collection and analyses of evidence
Knowledge of the principles and techniques of effective verbal and written communication and proficiency in the English language
Ability to conduct fact-finding research, understand and apply relevant state and federal laws, regulations, statutes, codes policies and procedures relating to program functions and non-discrimination in client services and equal employment opportunity
Ability to collect, evaluate, and analyze data relating to program functions and to develop alternative recommendations
Ability to prepare reports relating to program functions, including affirmative action plans and updates
Ability to work independently
Ability to plan, organize, and coordinate work assignments
Ability to establish and maintain effective working relationships
Ability to communicate effectively
Ability to develop and provide training
Knowledge of Microsoft Office software
