The Work You Will Do:
District Construction Compliance Manager / District Six/Director of Operations / District Construction
This position will contribute to the Agency by formulating and assisting in the development of policies and procedures, as well as applying and interpreting existing ones. It oversees the Department’s Equal Employment Opportunity (EEO) Laws, the Disadvantaged Business Enterprise Program (DBE), the On the Job Training (OJT) Program and Construction Compliance. It monitors the activities of each Resident Engineer’s Compliance Officer and conducts quarterly Contractor Compliance Reviews to ensure contractor’s compliance with Federal Highway Administration requirements. This position also provides technical assistance on wage rates, conducts Contractor Compliance Reviews, and assists in monitoring the Department’s compliance with Title VI and related statutes.

A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.
Your Specific Responsibilities:
Perform managerial duties in accordance with Florida statues, including the exercising of independent judgment. Formulate and/or assist in the formulation of policies and procedures which significantly impact the staff and personnel administration. Applies and interprets existing procedures to meet new situations, working independently toward achieving business plan results, often devising new methods of solving problems. Communicate with subordinates and managers to coordinate work efforts, to manage others within the organization unit, or to coordinate activities between units. Assist with the preparation for grievance resolution. Administers agreements (applying to staff or hiring) resulting from collective bargaining negotiations and manages employee relations issues.
Manage and monitors the execution of the Department’s Equal Employment Opportunity (EEO) Laws, the Disadvantaged Business Enterprise Program (DBE), the On the Job Training (OJT) Program and Construction Compliance, as it relates to the Department’s Highway Construction Department. Plan and direct the activities of the District Compliance Office to ensure the Department’s Policies, procedures and guidelines associated with the external Equal Employment Opportunities Affirmative Action Program are adhered to. Plans the workload and setting deadlines to meet the objectives of the District Six Compliance Office. Monitor and track via the Equal Opportunity Reporting System actual payments made to Disadvantaged Business Enterprise (DBE) subcontractors. For completed construction projects, provides final certification to the District Six Final Estimates Office, when all issues in accordance with mandated contract requirements have been met. Monitor and track the On the Job Training goals on all Federal Aid and State funded contracts. Oversees Contractor Payroll violations throughout the District. Attends and participates in preconstruction conferences, Construction Compliance reviews and related meetings. This position will be required to conduct field inspections.
Monitors the activities of each Resident Engineer’s Compliance Officer. This would include coordinating training and monitoring the Department’s Construction Engineering Inspection Consultants to ensure that EEO, DBE, and compliance action similar to those applicable to Construction Resident Offices.
Provide technical assistance to District Local Agency Program (LAP) Administrator, for compliance with Department’s Equal Employment Opportunity (EEO) Laws, the Disadvantaged Business Enterprise Program (DBE), the On the Job Training (OJT) Program and Construction Compliance Program issues. Provide technical assistance to District Specification Engineer with the proper selection of Wage Rate Tables. Seeks agreement from Resident Engineers and/or District Construction Engineer on instances where multiple tables are being considered.
Conducts quarterly Contractor Compliance Reviews, to ensure contractor’s compliance with Federal Highway Administration (FHWA-1273 requested Contract Provisions for Federal Aid Construction Projects). Duties include: conducting formal compliance audits with prime and subcontractors to ensure compliance with EEO in their recruitment, hiring and retention of employees, monitoring contractor’s commitment to maintain a diverse workforce inclusive of females and minorities; ensures construction worksites are free of discrimination and sexual harassment; ensures all contract employees are paid equitable without regard to race, gender and ethnicity. Negotiate and approve reconciliation agreement between the contractors and the Department. Submit formal Compliance Audits to FHWA and the Office of Equal Opportunity.
Monitors and tracks prime contractor’s voluntary use of DBE subcontractors and actual dollars paid to them; provides oversight of prime contractor’s On-the-Job Training (OJT) Program, to ensure contract goals are met; provides technical assistance and guidance to contractors in resolving EEO compliance issues.
Assist the District Title VI Coordinator in monitoring and reporting the Department’s compliance with Title VI and related statutes.

- During a declared emergency event, the incumbent will be required to assist the district as needed.
Minimum Qualifications:
- A high school diploma or its equivalent and two years of experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
