POSITION SUMMARY:
This position is a full-time, in-office position in the Office of Financial Management. This is the lead member of the Encumbered Accounts Payable team. The Accounts Payable team is responsible for paying invoices for purchase orders, contracts, leases within compliances of statue 215.422, F.S. Incumbent will manage the invoice process and workflow with Accounts Payable team, maintain encumbrance balances, update and create procedures, train new team members, provide administrative support to the Financial Manager, and serve as the backup to team members.
DUTIES & RESPONSIBILITIES:
Specific duties include:
- Assisting team members with Florida Accounting Information Resource (FLAIR)/MyFloridaMarketPlace (MFMP) and/or invoice auditing rules and questions;
- Monitoring the status of any unpaid invoices and following up with the team member to keep the invoice within the compliance dates;
- Monitoring FDLE Accounts Payable mailbox for distribution of invoices to team members;
- Reviewing and signing vouchers for invoice payments;
- Adjusting encumbrances as needed and as requested;
- Distributing the encumbrance report to the business liaisons quarterly;
- Auditing and processing utility payments; and
- Auditing and processing two-party contract payments.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of accounting principles, systems, theory, and concepts;
- Knowledge of FLAIR and MFMP;
- Knowledge of governing statutes and regulations for State of Florida expenditures;
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to an accounting program;
- Ability to work as a part of a team;
- Ability to communicate effectively verbally and in writing;
- Ability to work independently;
- Ability to utilize problem solving techniques;
- Ability to analyze and interpret accounting data;
- Ability to establish and maintain effective working relationships with others; and
- Intermediate skills in Microsoft Office products, including but not limited to Excel, Outlook, and Word.

BACKGROUND:
FDLE requires an extensive background process of all recommended applicants.
