SPECIFIC DUTIES & RESPONSIBILITIES:
This position carries out a variety of professional functions for the Quality Management Program’s Policy and Procedure section for the Office of Health Services.
- Serves as the HSB and Forms Control Administrator for the Office of Health Services. Maintains table of contents, ensures DC Web content is current and disseminates HSB and forms to designated authorities for timely revisions, additions and deletions to health services rules, policies, procedures, and health service bulletins (HSB), in accordance with Department requirements and Office of Health Services (OHS) directives issued by the Director of Health Services. Provides updates (including instructions) to Comprehensive Health Care Contractors (CHCC), Department of Management Services (DMS) and Correctional Medical Authority (CMA).
- Works with discipline directors and other subject matter experts to: 1) ensure appropriate professional input is obtained during the review process: 2) eliminate or consolidate procedures that are duplicative, do not have a well-defined purpose, or fail to add value; and 3) ensure all policy directives are written in plain language that is clear and concise.
- Works closely with the Bureau of Policy Management and Inmate Appeals to coordinate, develop, and manage the approval and distribution of all procedures and forms within the Office of Health services that provide sound guidelines for staff, inmates, and the public to ensure these documents comply with applicable federal, state, and local statutes, administrative rules, enforced consent decrees, case law, and American Correctional Association standards. Also, ensures that procedures, policies, HSBs and forms are available to department employees, CHCC, DMS and CMA.
- Coordinates and tracks Legal, CHCC, and CMA reviews of HSBs, policies and procedures.
- Assists policy authorities in detailed research of laws, rules, standards of practice, accreditation standards, current literature, policies, procedures, health service bulletins to ensure all policies and procedures conform to a constitutionally acceptable level of care for all inmates. Presents findings of changes to current standards of practice to the leaders of health services to consider for promulgation into policies and procedures.
- Assists Office of Health Services in answering questions related to policy processes and tracking revisions necessary for CMA surveys and ACA (American Correctional Association) accreditations. Also, serves as a point of contact to the contracted correctional facilities for receipt of new and/or revised OHS policies and procedures.
- Serves as the OHS records request coordinator for GovQA and legal records requests. Responsible for coordinating request to the appropriate section within the OHS for production of requested documents. Uploads/provides documents to the requestor in a timely manner and meets set timeframe/deadline. Maintains records of all OHS records request to document progress, and ensure request are responded to by the deadline.
- Develops processes and maintains records for all projects to document progress, ensure deadlines are met, and evaluate the effectiveness of activities. Develops appropriate project management documents such as operational work plans, issues logs, status reports and other reports as assigned. Assures compliance with the program.
- Maintains filing system for documents adhering to general records retention schedule. Ensures Health Services Director, Chief of Health Services Administration and Quality Management Program Manager are notified of retention schedules and expiring schedules due for disposal.
- Coordinates with Reception Medical Center Hospital to ensure their policies and procedures are current and in line with FDC policies and procedures. Provide oversight and training to RMCH staff responsible for hospital policies and procedures coordination.
- Produces a quarterly report for each Statewide Clinical Quality Management Committee meeting regarding the status of all OHS procedures, manuals, and health service bulletins. Utilize these reports to help identify program effectiveness; analyze program weaknesses and validity of current standards of practice. Proposes actions for correction or improvement in the system. Produces a management report for the Director of Health Services and Quality Management Program Manager at request.
- Participates in orientation and training programs as they relate to quality management in health services, policy development and records retention. Prepares desktop manual and trains staff as needed in the policy and procedure process. Acts as a resource for other departments, and Office of Health Services staff. Represents the Office of Health Services in departmental meetings, conferences, and task forces as assigned. Assist Quality Assurance Coordinator as needed.
- Assists and performs other related duties as assigned.

REQUIRED QUALIFICATIONS:
- Four (4) or more years of systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work experience. Postsecondary education may substitute on a year-for-year bases for the required experience.
PREFERRED QUALIFICATIONS:
- Experience working in the health care setting.
- Experience working in a correctional organization.
