Position Overview and Responsibilities
This position serves as the Deputy Application Lifecycle Management Administrator for the Technical Architecture Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. The Deputy Application Lifecycle Management Administrator is responsible for helping manage and optimize the FX Program's Application Lifecycle Management processes in concert with our lead Application Lifecycle Management Administrator. They will be responsible for the configuration, operation, and maintenance of our Atlassian Application Lifecycle Management suite of tools. This position reports directly to the lead Application Lifecycle Management Administrator. Key responsibilities for this position are listed below.
Administer and Support Atlassian Tools:
- Manage the configuration, installation, upgrades and maintenance of Atlassian products (JIRA, Confluence, Bitbucket, Bamboo, etc.).
- Provide user access management, including permissions, project configurations, and security settings.
- Troubleshoot and resolve technical issues related to the Atlassian suite of tools.
- Coordinate testing and validation of new features and bug fixes.
Configure and Customize Tools:
- Implement and manage workflows, schemes, dashboards, and reports in JIRA and other Atlassian tools.
- Customize and optimize Confluence spaces, templates, and content management strategies.
- Integrate Atlassian tools with other third-party systems and tools as needed.
Process Improvement:
- Work closely with the lead Application Lifecycle Management administrator, as well as vendor and operations teams to identify opportunities to improve the software development lifecycle and Application Lifecycle Management processes.
- Maintain best practices for tool usage, configuration, and integration to optimize team workflows.
User Training and Support:
- Train and assist users in effectively utilizing Atlassian tools, including onboarding new team members.
- Develop and maintain Application Lifecycle Management training documentation, knowledge base articles, and self-help resources.
- Collaborate with cross-functional teams to define and implement tool requirements
Monitoring and Reporting:
- Monitor system performance and usage metrics, ensuring optimal performance and minimal downtime.
- Generate and analyze usage reports, recommending improvements or adjustments based on findings.
- Monthly Reporting: Analyze user license consumption and suggest optimizations, including adjustments in license allocation, add-on upgrades or removals, to ensure cost-efficiency and compliance with usage needs.

Knowledge, Skills, and Abilities
- Knowledge of Jira cloud and Jira Service Management
- Knowledge of DevOps
- Knowledge of Application Lifecycle Management
- Basic knowledge of Jira application programming interface (API)
- Strong leadership and organizational skills.
- Excellent communication and interpersonal abilities
- Strong written and verbal communications
- Ability to read and understand technical documentation
- Proficiency in Microsoft Office Suite and operations management software.
- Ability to analyze data and make informed decisions.
- Strong problem-solving skills, time management skills, and attention to detail.
Minimum Qualifications
- Minimum of 2 years of experience in Application Lifecycle Management Administration or a similar role.
Preferences
- Preference for candidates with the Project Management Professional Certification.
- Preference for experience working in the health care sector.
- Preference for Atlassian Certified Professional or Atlassian Certified Associate.
- Preference for bachelor’s degree in Computer Science, Information Technology or related field.
