The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program,the Office of Public Benefits Integrity (OPBI) is responsible for investigating public assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

Senior Management Analyst Supervisor – 60026689 – ESS OPBI Quality Management
THIS IS NOT A TELEWORK POSITION.
The selected candidate will be required to work at the office location.
Some travel may be required.
This is a full-time position working 40 hours per week.
Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.
The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.
Minimum Qualifications:
- Must be a current DCF Employee
- A valid State issued driver’s license
- A willingness to travel extensively, including overnight travel
- At least five years of experience working in the Florida Department of Children and Families (DCF) Economic Self Sufficiency Program determining eligibility or policy applications for any of the public assistance programs (Food Assistance, Temporary Cash Assistance, Medicaid, or Refugee Assistance)
- Minimum of 2 years of experience reading/reviewing cases in the ESS Program
Preference will be given to candidates with the following:
- At least one year in a supervisory or management capacity in the ESS program
Senior Management Analyst Supervisor – ESS Office of Public Benefits Integrity, Office of Quality Management
The Office of Quality Management is seeking a dynamic Senior Management Analyst Supervisor to join the Quality Assurance Team within the Economic Self-Sufficiency (ESS) Florida Program Office. This is a Selected Exempt Service management position responsible for conducting the required Management Evaluation (ME) reviews of the Medicaid, Temporary Cash Assistance (TCA), and Refugee Assistance Programs (RAP) for accuracy and timeliness within the six regions. The incumbent will serve as the Headquarters Quality Assurance Manager.
The position requires an enthusiastic candidate who displays progressive thinking and a can-do attitude. They must possess the ability to analyze data and think critically, creatively and strategically. The candidate must have subject matter expertise in the relevant program areas in order to direct a team responsible for management evaluations and validations of regional designated reviewers. Key to this position is the ability to network, develop and maintain professional relationships with regional counterparts, other Departmental programs, and state and federal agencies.
This position is qualified to be exempt from public record.

Duties and Responsibilities:
- This is a responsible professional position in the Economic Self Sufficiency (ESS) program within the Office of Public Benefits Integrity requiring advanced expertise in the ESS program areas, including extensive knowledge of program concepts, policies, and operations procedures, and eligibility system. This position is responsible for the planning, development, and assessment of Headquarters Medicaid, Temporary Cash Assistance (TCA) and Refugee Assistance Program (RAP) Quality Control (QC) and Management Evaluation (ME) activities in relation to the administration of the Economic Self Sufficiency (ESS) Programs.
- Provides supervision, support and direction to assigned direct reports whose responsibilities include state compliance ME/QC activities within the ESS Program. This requires overseeing the provision of technical assistance, monitoring, case reviews and ME/QC facilitation to operations staff. It requires assigning and tracking staff work assignments to ensure projects are carried out by assigned deadlines and in the most accurate manner possible. Duties also include hiring, training, motivating, managing and evaluating performance through established performance appraisal criteria.
- Responsible for all state monitoring activities in TCA, Medicaid and RAP within the ESS Program to ensure program compliance with policy and federal regulations. Ensures monitoring provided by the ME/QC staff is comprehensive and covers all aspects of quality and quantity of service delivery to ensure uniformity throughout the state and as outlined by state and federal requirements. Identifies and shares with headquarters and other regional partners best practices discovered via monitoring. Identifies deficiencies, analyzes program effectiveness and efficiency, and provides guidance in the development of corrective action plans to improve service delivery. Identifies gaps in delivery of services in assigned program areas
- Assists in program review development, develops tools and technical assistance, and provides resources to ME/QC Analysts to perform program case reviews. Ensures reviews are accurate, timely, and producing information relevant and applicable to the program. Provides results reports, suggestions and recommendations for improvement in an effort to develop state corrective action plans.
- Ensures monitoring tools are up to date and applicable to current policy. Makes available all working papers for auditing purposes. Identifies and shares operational training needs. Leads and directs ME/QC staff in the development and delivery of monitoring results.
- Reviews administrative policies, procedures and guidelines as well as proposed legislation to evaluate the impact on operational staff and recommends appropriate actions. Identifies operational problem areas in the implementation of program policies and makes recommendations to resolve issue in coordination with regional staff.
- Assesses and analyze findings of the Payment Error Rate Measurement for Medicaid to resolve issues and make recommendations for corrective action to findings. Works with the Medicaid program policy unit and is the Agency for Healthcare Administration liaison to provide direction, guidance, and input.
- Reviews administrative rules and policies related to the implementation of the Medicaid Eligibility Quality Control (MEQC) to ensure that reviews meet Health and Human Services, Centers for Medicare & Medicaid Services criteria. Provides direction and guidance to staff in the operation of the MEQC review.
- Coordinates with other Department of Children and Families Program Offices and agencies to ensure the delivery of quality and timely services.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities:

- Have a detailed working knowledge of all public assistance programs administered by the ESS program office.

- Knowledge of federal policies, public assistance program policies, Florida Statutes, and applicable federal regulations that pertain to public assistance programs.
