The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE HEADQUARTERS OFFICE.
This is a highly responsible and professional position that will serve as an Operations Review Specialist within the Policy Unit. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:
- Responsible to analyze legislation, rules, regulations, and policies that implement services and supports for individuals with a substance use disorder.
- Provide consultation through the accurate presentation of data and other service/program information.
- Advise higher-level management of areas of improvement and/or concern regarding substance use treatment policy, and provide possible solutions, as applicable.
- Responsible for representing the Department in local, state or national meetings, conferences, workshops and seminars related to substance use disorder treatment initiatives, as assigned.
- Responsible for leading and coordinating meetings within the Department, between the Department and other state agencies, and with other organizations for the purpose of presenting and evaluating related substance use disorder initiatives/activities.
- Represent SAMH on related committees, task forces, and special projects, as assigned.
Salary commensurate with experience.
Knowledge, Skills and Abilities required for the position:
- Knowledge of the methods of data collection and analysis.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to conduct fact finding research.
- Ability to utilize problem-solving techniques.
- Ability to work independently.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
Minimum Qualifications:
- A bachelor's degree from a college or university is preferred and four years of professional experience in a behavioral health, public administration, or public health field is preferred.
- A master's degree from a college or university can substitute for one year of the required experience.
- Two years of experience with business or technical writing.
- Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
Preference will be given to applicants who have:
- Individuals with experience in the behavioral health, public administration, or public health field.
- A master's degree from a college or university in a behavioral health, public administration, or public health field.
