MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and three (3) years professional experience in consumer complaint program work, business administration, customer or public relations, investigations; or administrative work and/or professional regulation, or a field related to the area of responsibility.
A master's degree from an accredited college or university can substitute for one (1) year of the required experience.
Professional or technical experience as described above can substitute on a year-for-year basis for the required college education.
Requires possession of a valid Driver’s License.

Moderate travel required.
Travel expected and will vary based on activities scheduled (e.g., reviews, technical assistance workshops, conferences, etc).

Some weekend and evening travel required for completing reviews and attendance/presentations at conferences and meetings.
JOB DUTIES:
General: Assists with oversight of Child Nutrition Program (CNP) sponsor procurements, which utilize non-profit school food service funds. This includes the monitoring of procurement documents provided by Sponsors participating in the National School Lunch Program during the application process and School Meals Administrative Review (SMAR) as well as some basic training and technical assistance.
Procurement Management: Assists with the review and approval of procurement contracts for Child Nutrition sponsors, including contract amendments and supporting documentation. Review procurement documents submitted by sponsors to ensure the appropriate components are present. Review and approve procurement documents uploaded into the Florida Automated Nutrition System (FANS) and verify responses within the FANS Procurement module. Review and edit as appropriate, prototype solicitations, documents, and contracts for compliance with federal and state regulations. Assist in managing spreadsheet of all USDA Foods Processing contracts for assigned sponsors used in verification of USDA Foods order requisitions.
Monitor local school food service procurement activities where non-profit food service funds are utilized. Assist with the review of procurement documents to ensure compliance with Federal, State, and local program and procurement requirements. Correspond with Sponsors about upcoming procurement reviews and solicit information prior to procurement reviews. Monitor the procurement activities of state purchasing cooperatives to ensure compliance with federal and state program and procurement requirements. Attend food service procurement bid openings for assigned SFSP sponsors as required by program regulations.
Education: Execute statewide procurement education and training for sponsors and vendors, both in-person and online. Assist with the development of effective tools and resources on various topics to improve procurement practices. Provide technical assistance to sponsors upon request, or when improper procurement practices are discovered. Conduct frequent training sessions to ensure sponsors and vendors are informed of program and/or procurement process requirement changes. Attend in-person meetings of state purchasing cooperatives to provide guidance, training, and updates regarding procurement requirement changes.
Administrative Support: Help the Procurement Standards Team to stay organized by setting up tracking and retention mechanisms for annual NSLP and SFSP application approval requests, scheduled NSLP and SFSP Procurement Reviews, and a master list of all sponsor contracts and related contract details. Send monthly reminders to the team highlighting what information is missing from tracking and retention mechanisms and fulfill these voids when possible. Provide second party reviews for Procurement Review Reports. Pull reports from data in FANS and tracking mechanisms as requested.
Emergency Support Function (ESF) and Other: Assist with the emergency support functions of the division during disaster activations. Conduct annual reviews of companies on the Vendor List to verify continued interest in providing meals to National School Lunch Program (NSLP) and Summer Food Service Program (SFSP) sponsor. Respond to sponsor complaints regarding food service vendors/contractors in a timely manner. Perform other related tasks as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of standard business formats and styles for letters and business forms, office procedures and practices, principles and techniques of effective communications, and skill in typing.
- Ability to understand and communicate applicable rules, regulations, policies, and procedures in response to Sponsor inquiries.
- Ability to organize files and other records, perform basic arithmetic calculations, use correct spelling, punctuation, and grammar.
- Ability to operate general office equipment, handle telephone calls in a courteous and effective manner, plan, organize, and coordinate work assignments, communicate effectively, establish and maintain effective working relationships with others, use problem-solving techniques, and work independently.
