Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets
This is a highly responsible administrative nursing position covering a small, rural county health department. The position involves work planning, promoting, organizing, and directing both a generalized and specialized public health program relative independent judgment under the direction of the County Health Department Administrator. This position includes clinical teaching, consulting and budgeting responsibilities in addition to administrative and supervisory work. This position is based in Baker County.
Responsible for the overall oversight of all clinical functions. Responsibilities for all activities of staff including compliance with all rules and regulations of the agency. Provides supervision to ensure all clinics towards attaining the overall mission of the agency.
Plan, promote and direct the total nursing program by prioritizing workloads, analyzing present and projected nursing needs. Coordinates and implements the total nursing program with other health programs in the county and cooperates with other agencies in planning and providing a comprehensive system of delivery of health services to the community. Completes or ensures completion of all reports related to clinical services. Provides for continuous evaluation of the quality and productivity of the clinical services provided in the health department to include quality assurance and compliance with all medical regulations. Supervises clinical staff, communicating with staff, providing guidance and feedback and evaluations.
Ensures the surveillance of diseases in the county. Oversees all disease prevention programs to ensure compliance with State and County regulations including entering data into the State Merlin system.
Ensures compliance with all Title X and family planning guideline program requirements and reporting.
Provides oversight of Ryan White budget and program requirements.
Oversees the overall school health program including providing insight to supervisor regarding policy and statutes related to the school health program in Baker County.
Ensures adherence to DOH Information Security Rules and Regulations and policies. Ensures confidentiality and security for all areas designated for client services.
Complies with Department of Health’s confidentiality policies and confidentiality laws in Sections 455.241, 384.29, 384.26, 384.30, 381.004, 395.54, 392.65, 394.4615, Florida Statutes.
Performs other duties as assigned.
The incumbent in this position is required to satisfactorily complete the following trainings in TRAIN at least 30 days prior to the beginning of each annual budget cycle established in the RPI process. FDOH FIRS-Our People, FDOH FIRS-Fiscal Reports and FDOH FIRS-Budget Module L4. Will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for assigned program area. This will require reviewing and monitoring of OCA budgets and EAR completion in an accurate and timely manner by the incumbent and all employees under their direct supervision. Must possess the necessary knowledge, skills, and abilities to be able to meet the core competencies regarding budget responsibilities and the computer skills to navigate the budget. Required to review assigned program budgets and OCA balances monthly and at a minimum meet with the CHD Business Office quarterly to make any necessary budget adjustments

Qualifications:
Minimum - Driver’s license and Licensure as a registered nurse in accordance with Florida Statue 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.22 or 8.27 and five years of nursing experience, at least one year of supervisory experience.
Preferred – 5 years nursing experience
