The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. The Office of Revenue Management is responsible for the funding analysis of DCF's Approved Operating and Budget plan, maintaining official revenue cash sheets and schedules, verification of budget amendment funding impacts, and the funding and assessment of policy impacting funding issues related to the Department's Legislative Budget Requests, including the application of Federal and State cost allocation principles coupled with coordination and communication of Federal Grant and Federal contract requirements with the various program offices.
What you will do: This is a professional position within DCF, Revenue Management’s, Grant Finance Team. This position will be tasked with leading and conducting the financial analysis of several grants. The Department is looking for a flexible person open to tackling ever-changing challenges and learning a multitude of new skills. The incumbent will gather and analyze data, collaborate with program staff and DCF leadership to determine the best methods for identifying, prioritizing, and analyzing grant and financial effectiveness.
The incumbent must work collaboratively with other program areas and DCF staff and will be responsible for independent work products to support administrative, fiscal, and operational aspects of several grants.
Job Duties and Responsibilities:
- Performs complex analytical work including the identification and resolution of operation and management problems related to the assigned grants and trust funds. Provides consultation and assistance to various management and staff and be able to coordinate the implementation of approved solutions. Prepares applicable portions of the Federal Financial Status Reports.
- Prepares the analysis needed to generate the required financial reports. Ensure that all documents required to support the financial report are maintained in accordance with office policy and be able to provide assistance to auditors or other staff needing information regarding the reports or supporting documentation.
- Analyze all aspects of assigned grants including the federal regulations governing the grant and make recommendations regarding the operational policies, procedures and accounting structure required to properly manage and meet the financial requirement of the grant. This position is responsible for implementing the recommended accounting structure and monitoring it to ensure that the financial integrity of the accounting structure is maintained. The position is responsible for implementing any corrective actions if problems are identified through the monitoring process. Analyze any changes in federal requirements and provide information to management on impact to the financial management of the grant.
- Monitor grant earnings which requires the analysis of all costs including direct, allocable and indirect earnings. Monitor expenditure levels in relation to the approved budget to ensure that funding levels are not exceeded. Identify any spending problems and provide assistance in determing and implementing a corrective action plan.
- Creates and maintains the Chart 8s for assigned OCA's. These will correspond with the grant agreements that are assigned to the position.
- Formulating strategies and recommendations to address areas of concern.
- Analyzing impact of financial changes on service delivery and providing recommendation(s) and/or develop plan(s) to address and produce desired outcomes.
- Reviewing data to assess financial implementation and potential gaps.
- Reviewing programmatic and financial reports to ensure alignment with grant requirements.
- Preparing written and oral reports to communicate findings to stakeholders.
- Leading and participating in financial initiatives such as, developing definitions, tasks, deliverables performance measures, technical assistance, and conducting file reviews.
- Performing other duties as assigned.

Candidate must possess the ability to use Microsoft Office Excel and Word while presenting (in person and on-line) financial information to DCF staff, leadership, and mutual stakeholders.
Education and/or Years of Experience: Bachelor’s degree in finance, Accounting, Business, or Administration preferred but not required, as well as two years of experience in similar fields. If no bachelor’s degree: High School diploma or GED equivalent and at least 6 years’ experience in accounting, finance, business, and/or data analysis; or an associate’s degree with a focus in accounting and/or business and at least 4 years’ experience in similar fields.
Required Knowledge, Skills, and Abilities:
- Knowledge of methods of data collection and analysis.
- Knowledge of basic management principles and practices.
- Skilled in Microsoft Office Suite, specifically proficient in Excel and Word.
- Skilled at presenting information and data to key stakeholders in-person and on-line,
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to conduct fact-finding research.
- Ability to utilize problem-solving techniques.

The primary working hours are 8:00 a.m. to 5:00 p.m., Monday -Friday, for a total of 40 hours per week in the office. This is not a work from home position.
