Your Specific Responsibilities:
The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pasco County (CHD) in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision lo be the Healthiest State in the Nation. Furthermore the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.
This position serves as the Opioid Project Coordinator and is tasked with risk assessment, education, awareness, and outreach strategies to empower individuals to make safer choices. Incumbent will serve as CHD contact in collaborating with Florida DOH Headquarters opioid programs to develop process and outcome measures and to administer tools (i.e. – surveys and other tracking systems to report performance metrics to a central system). All activities are performed observing federal, state, department and CHD Information Security and Confidentiality statutes, rules, regulations, policies, Technical Assistance Guidelines (TAGs) and Internal Operating Procedures (IOPs). Incumbent will be responsible for all applicable opioid grants and projects. Specific duties are as follows:
Lead Duties
- Serves as the lead on grants associated with the prevention of opioid use and addiction and Healthy Communities in Pasco County.
- Disseminates timely and actionable information to partners related to grant deliverables.
- Conduct assessments to identify public infrastructure (e.g., addiction treatment facilities) and other critical infrastructure (e.g., hospitals) to share with community partners and/or the public.
- Raise awareness in the community.
- Partner with existing organizations that work to raise community awareness on the prevention of opioid use and addiction in Pasco County.
- Participate in public forums, meetings, and other venues to ensure program information is shared within the agency, with community partners, and with the public.
- Attends Florida opioid in-person meetings and other meetings/conferences when available/scheduled.
- Use available media for education and outreach.
- Participate in monthly state and local partners conference calls to provide updates and share lessons learned.
- Ensure CHD activities are designed to better integrate state and local prevention efforts. This will include capacity building for more effective and sustainable integrated surveillance, prevention, and response efforts at the state and local level.
Outreach and Harm Reduction Strategies
- Advocate support for Paramedicine / First Responders services in which paramedics locate a patient after the patient’s discharge from the emergency room for opioid overdose every day for a set period (e.g. 7 days) to administer sufficient Medication-Assisted Treatment (MAT).
- Assist with developing materials for statewide dissemination that may include a Neonatal Abstinence Syndrome (NAS) component.
- Utilize harm reduction strategies and CDC evidence-based practices in planning outreach and other opioid intervention strategies.
- Ensure for the non-judgmental, non-coercive provision of services and resources to people who use drugs and the communities in which they live.
- Foster an understanding of drug use as a continuum of complex behaviors.
- Increase awareness of syringe service programs and provide linkage to care for opioid use disorder (OUD) through these programs.
- Advocate support for Naloxone distribution efforts through awareness and education including use of DOH’s Helping Emergency Responders Obtain Support (HEROS) Grant Program.
- Provide links to referrals to substance abuse treatment programs including counseling and cognitive behavioral therapy and services for medical, social, and mental health problems.
Miscellaneous Activities
- Attends and participates in general staff meetings, staff development, such as team/staff meetings and in-service training/continuing education.
- Participates in a minimum of one DOH-Pasco internal committee.
- Attends community outreaches and/or conducts community health education presentations.
- Maintains timely submission of EARS, timesheets, telephone invoices, and travel documentation.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of opioid misuse, opioid use disorder, and Neonatal Abstinence Syndrome (NAS).
- Knowledge of County Health Department (CHD) services, community partners, and other resources available to individuals that may suffer from opioid misuse and/or opioid use disorder.
- Knowledge of basic computer skills, office equipment and programs including Windows, Outlook, MS Word, Excel and Power Point.
- Skills in establishing and maintaining effective working relationships with individuals, organizations and groups.
- Ability to communicate effectively verbally and in writing.
- Ability to determine work priorities and ensure proper completion of work assignments.
- Ability to apply rules and maintain client confidentiality
- Ability to organize data into logical format for presentation in reports, documents and other materials.
- Ability to work independently or with minimal supervision.
- Ability to communicate effectively with clients, staff and the community
