Your Specific Responsibilities:
This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Acts as lead trainer for Fiscal department for Accountant I and Fiscal Assistant positions. Including AOD (purchasing), deposits, accounts payable, posting payments, EARs, CHD policies & Procedures, etc.
Creates Journal Transactions in FLAIR for payment processing and for expenditure corrections (TR58) and revenue corrections (TR96).
Act as “Contract Manager” for DOH- Hernando. Complete all required state training for Contract Manager position including mandated classes and FCCM certification. Acts as Contract Manager when approving encumbered requisitions in MFMP system. All invoices to be signed, notes completed and approved in MFMP within 48 hours of receipt in MFMP.
Certified contract managers are responsible for:
- Use of appropriate forms and documents on the Office of Contracts SharePoint Website
- Carrying out the preparations for contracting
- Ensuring appropriate audit requirements are conveyed to the provider
- Completing an annual monitoring plan
- Monitoring the provider’s administrative, fiscal and programmatic performance relative to the terms of the contract
- Processing, inspecting, reviewing, and approving the provider’s deliverables and authorizing invoices for payment, as appropriate
- Reviewing and reconciling the provider’s documentation of contract-related expenditures
- Reviewing and approving the provider’s detailed budget and maintaining all documentation supporting the cost analysis
- Ensuring providers complete the “Civil Rights Compliance Checklist”
- Verifying the provider’s good standing on the System of Award Management (SAM) database and the DMS convicted vendors list, and initialing and dating the certification regarding debarment and suspension
- Securing from the provider a signed “Certification Regarding Lobbying” For contracts containing federal funding in excess of $100,000 and, if required, a “Disclosure of Lobbying Activities” form prior to contract execution
- Securing a signed “Conflict of Interest Questionnaire” from individuals taking part in development or selection of criteria for competitive procurement evaluation and the award process
- Correcting errors found during the contract review process
- Maintaining the files of records pertaining to the contract(s) managed
- Securing a comprehensive list of health and human services contracts that the provider has with one or more of the five Florida health and human services agencies (Department of Health, Department of Children and Families, Agency for Persons with Disabilities, Department of Elder Affairs, and Department of Veterans Affairs)
- Ensuring the provider has met all contract terms and conditions, and all requirements specified in the standard contract
- Complete Service Organization Control Review
Assist in the development and monitoring of annual budgets for each department/program, works to coordinate the strategic plan with the annual budget, designs and /or approves methods of budget control and fund accounting. Ensures that all reports are valid and reflect a true and accurate financial position statement. Interprets financial data, performs financial analysis and prepares recommendations for administrative and operating management personnel. Assists in the development of long and short- range plans for the health department including projected needs in revenue, budget, and facilities.
Shares the responsibility of maintaining records of all providers Medicaid, Medicare, Unique Physician Identifier Number (UPIN), license and Drug Enforcement Administration (DEA) numbers and being sure all new providers are added to the list and pertinent forms are filled out so that they can bill through the health department. Coordinates with credentialing team to ensure billing credentialing for providers is kept updated and submits enrollment packets to insurance companies within proper timelines of receiving pertinent information.
Manages office supplies for Administration, School Health, Preparedness, Fiscal, HR, IT and Public education staff. Complete refund request documentation within 2 business days of receipt and forward to Business Manager for final approval. Serves as backup to staff responsible for processing, opening, and distributing US mail and courier mail, in absences and to prevent backlog.
Prepares requisitions and completes purchases for the Department including, but not limited to, purchases for equipment and the Language Line. Research new purchases to obtain best pricing and completes requisitions in MyFloridaMarketPlace/Ariba on Demand. Facilitates leasing of equipment and arranges for repairs. Supports the work and requests for supplies and equipment for Fiscal, Client Services, Billing Hub, Vitals and Administrative staff.
Required Knowledge, Skills, and Abilities:

Qualifications:
Must have a minimum two-years of verifiable Supervisory experience
Must have a minimum two-years of verifiable accounting experience
Preferred a minimum one-year experience in FLAIR
