MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and three (3) years of experience in computer systems analysis and/or computer programming; or
A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and two (2) years of experience as described above; or
A master's degree from an accredited college or university in one of the computer sciences or in management information systems and one (1) year of experience as described above; or
A doctorate from an accredited college or university in one of the computer sciences or in management information systems; or
Four (4) years of experience as described above and either (1) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.
Experience as described above can substitute on a year-for-year basis for the required college education.
Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.

JOB DUTIES:
Research, analyze, design, develop and coordinate division-based and enterprise applications in a database environment for the Division of Administration. This includes the research and analysis of new development and maintenance projects. Design relational databases including tables, queries, procedures, and other database structures. Design and maintain scripting and scheduled jobs for interfaces required by the Department. Design application forms, reports, pages, and menus using Oracle, and/or similar software products (ie, .net, Java, JavaScript). Develop detailed system design, testing, implementation, documentation, and tracking plans using the Departments ISDM.
Assume the lead role in information technology projects such as designing and developing applications and modification enhancements. Interface with the Information Technology staff, and the Department’s data center (OATS) staff to ensure the application development plan is consistent with the Department’s Policies and Procedures, objectives, and is compatible with existing applications and security requirements. Track work items, estimate time requirements, manage tasks to meet objectives, report status, and resolve issues.
Work in coordination with database administrators, help desk staff, developers, business area staff, application owners, and other personnel on procedures related to new or existing data, debugging and deployment for new or ongoing applications.
Interview application stakeholders, business area staff and/or other Department Division’s staff to ensure proper design, data integrity and ease of use. Assist user groups in developing system specifications and requirements.
Attend technical training classes and perform self-directed research to enhance and increase knowledge and skills of job responsibilities and to keep abreast of new technologies and their application. Represent the Division at various meetings. Assist in formulating policies and procedures for Information Systems Standard Operating Procedures.
Recommend and monitor priorities for systems development. Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Skilled in the principals that promote effective relational database design utilizing Oracle.
- Knowledge of the principles that promote effective quality control.
- Ability to define and analyze end user's needs, and design and develop a system to satisfy the needs.
- Skilled in managing projects.
- Knowledge of applications development and deployment in a web environment.
- Knowledge of front-end tools used to develop applications in an Oracle database.
