JOB DESCRIPTION
The employee is responsible for planning, developing, coordinating and promoting new and existing vocational rehabilitation programs as required in the Workforce Innovation and Opportunity Act,, including the exercise of independent judgment in formulating or assisting in the formulation of policies and procedures to expand and improve services to individuals with disabilities which have a significant impact on the administration of the Division of Vocational Rehabilitation (VR) programs. The employee also assists in establishment of policies, rules and guidelines for programs and services to youth with disabilities, including those youth seeking Pre-Employment Transition Services (Pre-ETS) who are not required to apply for VR services.
Plans, develops, organizes and delivers technical assistance and training to VR field staff and stakeholders required for the development of services to individuals with disabilities, including Pre-ETS, transition youth services, on-the-job training, and postsecondary services leading to successful employment. Researches best and evidence-based practices; develops, maintains and disseminates resources related to VR programs and services. Makes recommendations for training and resource materials to meet anticipated needs resulting from legislative updates, including final rules and regulations.
Monitors and analyzes case work trends, program development needs, and the provision of services for youth with disabilities. Develops, prepares, and delivers ad hoc and other reports and summaries as assigned. Provides quality assurance testing for functionality of new applications and delivers feedback for corrections or enhancements.
Participates in ongoing meetings and committees with programs assisting individuals with disabilities, other state agencies, and community programs to maximize the quality of services to youth involved in VR programs.
Develops and assists with updates or revision of the guidelines/best practices on Pre-ETS and other transition youth services. Provides technical assistance briefings and reports, as needed. Develops and updates forms, tools, and other resources to assist VR staff and stakeholders improve delivery of services to youth with disabilities. Recommends updates to policy to improve the programs and meet legislative requirements.
Prepares information and required data reports on transition youth services for inclusion in the Unified State Plan and state planning documents. Prepares responses to inquiries, surveys and correspondence regarding program services and services to individuals with disabilities.
Responsible for planning, coordinating, and implementing VR services in support of Florida Project SEARCH participants. VR Liaison for Florida Project SEARCH and responsible for increasing VR Provider capacity to offer multiple internship experiences to participating youth with disabilities. Responsible for increasing programmatic awareness, engagement in, and expansion of Pre-Employment Transition Services. Liaison with state and local education agencies to improve coordinated processes and procedures designed to enhance VR programs and increase services to youth with disabilities. Promotes increased and improved collaboration with state and local partners to improve awareness of VR programs and improve outcomes for youth with disabilities
Assists in the development of innovative approaches to enhance the quality and efficiency of employment and other outcomes for individuals with disabilities. Assists with interagency collaboration in planning, development and implementation of cooperative agreements and joint programs to serve individuals with disabilities.
Performs other duties as assigned.
