Position Overview and Responsibilities
This position serves as the IT Operation Analyst for the Technical Architecture Unit in the Office of Florida Health Care Connections (FX) at the Agency for Health Care Administration. The IT Operation Analyst is responsible for managing and maintaining the organization's technical operations environment. This role ensures that systems, applications, and infrastructure are executed reliably and efficiently. The IT Operation Analyst works closely with FX solution partners to develop, implement, and troubleshoot technical solutions, ensuring that critical processes are completed on time and without error. This position reports directly to the FX Operations Manager.
System Monitoring and Maintenance:
- System Monitoring: Continuously monitor the FX program's systems to ensure optimal performance and uptime.
- Performance Analysis: Analyze system performance metrics and generate reports to identify areas for improvement.
- Proactive Maintenance: Conduct regular maintenance and updates to ensure systems are running efficiently and securely.
- Issue Resolution: Troubleshoot and resolve technical issues related to the FX program's infrastructure and systems.
- Vendor Coordination: Work with vendors to address and resolve technical problems.
Release Management:
- Release Coordination: Work with the release manager to ensure all releases have met requirements and testing standards.
- Dependency Management: Understand the dependencies between release items and coordinate with relevant teams.
- Stakeholder Communication: Ensure communications are sent to stakeholders for all releases and develop processes for after-hours communications.
Policies and Procedures Creation:
- Policy Development: Develop and implement policies and procedures for IT operations within the FX program.
- Procedure Documentation: Document and maintain operating procedures to ensure consistency and compliance.
- Training and Communication: Provide training and communicate policies and procedures to team members and stakeholders.
- SOP Preparation: Prepare Standard Operating Procedures (SOPs) for the daily maintenance of applications and underlying systems.
Process Improvement:
- Identify Improvements: Identify areas for process improvement and implement effective solutions.
- KPI Monitoring: Monitor and analyze key performance indicators (KPIs) to drive operational success.
- Continuous Improvement: Develop and maintain continuous improvement strategies to enhance operational efficiency.

- Analytical Skills: Ability to analyze data and make informed decisions.

- Communication Skills: Excellent oral and written communication skills to facilitate knowledge sharing and professional interactions.
- Computer Skills: Solid knowledge of PC and Mac computers, mobile devices, and Microsoft Office applications (Word, PowerPoint, Excel, and Outlook). Proficient in SQL, data models, database design, data mining, and segmentation techniques.
- Interpersonal Skills: Ability to influence operations teams and establish rapport with vendors, internal, and external customers.
- Organizational Skills: Strong organizational skills to plan, schedule tasks, and prioritize support requests.
- Problem-Solving Skills: Strong troubleshooting and problem-solving skills to identify system failures and improve processes.

- Technical Expertise: Strong understanding of IT infrastructure components, systems architectural concepts, and methodologies.
Minimum Qualifications
- Minimum of three (3) years of experience in operations management or a similar role.
Preferences
- Preference for experience working in the health care sector
- Preference for bachelor’s degree in computer science, information technology, or related field.
- Preferred: Relevant certifications in IT operations or IT management.
- Preference will be given to candidates with the ability to provide after hour support on nights and weekends as required.
