Position Overview and Responsibilities
This position serves as the Knowledge Repository – Info Hub Lead in the Transformation Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration and reports directly to the Knowledge Management and Program Training Lead. FX is tasked with the modernization of the AHCA MES (Medicaid Enterprise Systems), driving a transformation of people, business processes, and technology. This position, and its Unit, are instrumental in coordinating and aligning business and technology in this transformation.
Assist the Knowledge Management and Program Training Lead in the execution of Transformation Team results through meetings with vendors, contractors and Agency staff, including support provided in regular meetings to identify problems and shortfalls and propose solutions; facilitating the gathering of people for action to lead and complete a project and/or solutions;
Ensure compliance of Transformation Unit objectives, gaining and ensuring understanding of business and contract requirements, assisting module vendors in elaborating all testable requirements to meet the business need; validating testable requirements are thoroughly elaborated, working with SMEs and vendors to document accurately; ensuring that products, applications, and systems are in compliance with established quality standards, and meet customer requirements.
As FX Knowledge Repository Lead, the person filling this position will be expected to manage and oversee the FX Knowledge Repository for the Training Program within FX Projects and FX Enterprise Training Operations and support delivery of new FX information systems and interfaces, as well as the daily support, maintenance, and enhancement of existing FX Medicaid system operations to directly support AHCA's mission. Key responsibilities of this position are listed below:
Development of Knowledge Repository
- Lead team to fill gaps through the creation and publication of Info Hub Knowledge articles.
- Partner with Knowledge Champions on each Bureau’s learning needs, management culture, and learning styles.
- Review system user guides/manuals/procedures, identifies knowledge gaps and build missing content such as Job Aids, Quick Reference Guides, and FAQs as needed to support successful implementation and ongoing operations.
- Review Module Vendor release notes and translate in Release Note Knowledge Articles.
- Review module vendor deliverables and participate in readiness planning.
- Identify knowledge gaps and build supplemental articles to fulfill program needs.
- Build and maintain Frequently Asked Questions in Knowledge Repository for FX applications.
- Lead Unified Operations Center Knowledge Repository Operations contractual project and operations Service Level Management performance and deliverables.
Promote & Provide Training for Knowledge Repository
- This quasi-technical position is responsible for working with customers and stakeholders to understand Medicaid application software and internal and external system user workflows and drive technical teams to produce clear and concise user communications from complex technical documentation.
- Promote FX Knowledge Repository Info Hub utilization and training sessions to AHCA Bureaus and FX Sister Agencies for increase month over month utilization.
- Provide FX knowledge articles weekly reports to Transformation Leadership along with recommendations for additional learning.
- Keep contact information up to date for Knowledge Repository Subject Matter Expertise Stakeholders, FX Knowledge Champions, Info Hub Knowledge Management Content Creation and Approvers per knowledge area.
- Build and manage FX Knowledge Management standards and process definitions to support FX Knowledge Management and Training Program.
- Manage and report on FX Knowledge Repository, including the management of versions, file-naming conventions, knowledge organization and the determination of a document’s readiness for publication.
- Support FX Service Desk Knowledge Repository for Medicaid Providers, Recipients, AHCA Bureaus, Sister Agencies, and IT Services.
Continuous Quality Improvement
- Build and monitor Knowledge Repository Info Hub KPIs for projects and continuous quality improvement activities.
- Review Medicaid policies and procedures, identifies knowledge gaps and builds missing content such as Job Aids, Quick reference Guides, FAQs as needed to support successful implementation and ongoing operations.
- Manage Knowledge Repository continuous quality improvement processes across modules and produce quarterly knowledge updates to FX Knowledge Champions, FX Leaders, and Module Vendors.
- Utilize knowledge of Florida Medicaid processes, policies, and culture to guide development and management of integrated knowledge articles and identify FX Knowledge gaps.
Other FX Support
- Create written reports and presentations and fact-finding research as assigned, being able to adapt to multiple assignments, gather and present consumable and actionable operational recommendations.
- Contribute to overall Transformation Team and FX Program strategy through the performance and completion of other duties and special projects as assigned.

Knowledge, Skills, and Abilities

- Preferred experience in the health care sector or technological sector.

Minimum Qualifications
- At least three years’ experience in electronic records management, information management technologies, data warehousing, business intelligence, or enterprise content management, working in a fast-paced environment managing multiple priorities.
Preferences
- Preference for extensive experience and abilities in using, managing, and maintaining Knowledge Management Systems (KMS) and knowledge base software.
- Preference for a bachelor's degree in knowledge management or a related field like information science, library science, or business administration. (Six years’ work experience in a related field can substitute for a degree.)
